(VB.NET UWP/WinRT) Decrypt S/MIME and Verify S/MIME Signatures

VB.NET UWP/WinRT example to decrypt S/MIME and verify S/MIME signatures. The S/MIME is unwrapped to get the original MIME prior to signing/encrypting.
